You must make sure you have a valid Apple Developer Account. Only the account holder of the Apple Developer account has the ability to set the Agreement, Tax and Banking information in App Store Connect.

Agreements

Under the Agreements section, make sure all agreements are signed and say “Active” under the status column. Account holders are responsible for ensuring new agreements are signed to ensure updates can be published to the Apple App Store.

Tax and Banking

Only if your app has in-app subscriptions, you will need to register your bank account information and the information regarding tax forms.

Compliance

The EU recently implemented the Digital Services Act (DSA) to ensure consumer protection and promote fairness and transparency in online transactions. To comply with these regulations, Apple Developer account holders selling digital goods through Apple (in our case, any apps with in-app subscriptions) must disclose their trader status and contact information.

Simply log into the Business section of App Store Connect and follow the prompts to properly identify your organization as a trader or non-trader. If you have in-app subscriptions, your organization would be classified as a trader.
